When you input '.' on numpad, the computer will understand that you want to input a decimal separator (VK_DECIMAL) instead of a period (VK_PERIOD).

Microsoft Excel will look at your Windows -- Start > Control Panel > Regional and decide which one will be used as a decimal separator. Your regional settings use decimal separator as ','. That can explain why you have ','

However, if your defect report is valid, it seems Leopold FC210TP generates VK_PERIOD keycode message instead of VK_DECIMAL, this can be considered as another serious defect  a part from this defect reported (Numpad_5)

If both of you reported correctly, we can summarize that there are at least 2 defects on Leopold FC210TP :
- Generate VK_KEY_5 instead of VK_NUMPAD5
- Generate VK_PERIOD instead of VK_DECIMAL

Got my Leopold FC210TP last night and it looks like they have fixed this in the new versions. It does send a proper numpad code now.
