Order submitted to imsto with final count. For those that didn't pay their invoice by now you have been cancelled and I'm not going to allow you back in.

Nah, that sounds fair to me. I hope other group buy organizers would handle it the same way. If you don't have the means to pay, don't sign up.

Yes, this can be done. Depending on the amount of stabilizer ordered there may be no additional shipping cost in that case.
