I'd bet on early homebrew for a really early do-it-yourself kind of computer enthusiast.
The original Apple computer didn't come standard with a case or keyboard. And things like the Altair 8800 were so bare bones you'd have to make the interface to connect it and the program to use it with.
Certainly a cool beast.
[Edit:] I saw K155 on the chip (the last two characters appear to be A3, but I can't quite tell. The character before the 3 might be Cyrillic).
Looks to be a Russian equivalent to a 74 series logic chip.

Although IDing it likely won't help very much especially if it's homebrew/low production custom. That said it seems to be "K85" or "K35" with a logo above it separated by a line.
