The game is going to be F2P, but right now it's in "closed" beta. So the only way in is to buy a pass from Steam, or get gifted a key on Steam. But they give out keys like it's candy, so it's practically open beta.

Shhh, it is a closed beta. They don't want people to know that they aren't that rare which would make them less desireable. Actually a quite nice tactic on their part to increase the popularity of the keys and game.
