Mixed language with USB and udev

Hi,

I have a Japanese IBM keyboard, a model 55Y9024, and I want to use it alongside my English keyboard at the same time. I am running Gentoo Linux and from reading the documentation it looks like I can set the keymap from udev, and if I can set it from udev I can change the setting based on USBID.

I have this setup, and it just seems to completely ignore it, anyone have any experience with this? Any suggestions or hints?
