Question about keyboard repeat with 6-key rollover

For any single key with any regular keyboard, I can hold down the key to repeat the letterrrrrrrrrr.
with 6-key rollover (or above or slightly below, I do not know) I can do the same with multiple keys by pressing them down simultaneously: qwertyqwertyqwertyqwertyqwertyqwertyqwertyqwertyqwerty

The order in which the keys are repeated, seems to be constant for me. For example with q,w,e,r,t,y, it will always print out in that order.
In addition, the order seems to be transitive. By picking a subset of, for example, qwerty, the order is retained: wrywrywrywrywrywrywrywrywrywry
In general the order seems to be left to right. e.g.: a4vja4vja4vja4vja4vj

My questions are: what decides this order? Is it hardware or software? Is it constant for all, or does it differ from keyboard/OS?
