I'm not sure what you meant by this.  This is exactly the purpose/functionality of densities.

You can always convert directly from mass to volume, you just have to not be stupid and assume it's water.  Which is what you meant.  But your phrasing indicated that you couldn't do that for anything no matter what, unless it was water.
