don't mean to be dense, but what is it to see muted on somebody?

It means they can still log in, but not participate in discussion.

And if you look at their profile you will see that they have a warning level that drop 10% each day until it reaches 0%, when they can start posting again.  Or is it 5%?

To be precise, "muted" means you can log in but not post.  Not 100% sure you can't send PMs, but my guess would be not.

Muting is driven by your "warning level".  Anything 60% or higher means you are muted.  You lose 5% warning level each day.  So if I warned you to 60% right now, you'd be muted until this time tomorrow at which point you'd drop to 55% and you'd be able to post again.

So THAT explains why MW hasn't answered my PMs.

I had thought that PMs would still be enabled during a mute, guess I was mistaken.
