Is this plate available somewhere?
I'm planning to build a 60% iso, using a gon or a winkeyless pcb.

Sometimes IMSTO has them on his web site -- http://imsto.cn/ -- but I don't see them right now. Another source would be Gon's Keyboard Works.

What type of stabilizers do these plates support? Gon's site states it does not support plate mounted stabs, but it does not explain what type it does.

It's incredible that this is the only 60% iso plate with cutouts, and yet it isn't available... The alternative would be building my own plate: cutting and shipping to italy costs like half poker keyboard :-(

If it makes you feel better, Hammer's poker case costs about 1.5-2x more than a poker keyboard and yet a ton of people still bought them/want one. Me included. Would really jump on it if it came back into production

Since IMSTO doesn't have any plates for sale at the moment, you might be interested in a GB that is going on right now for ISO Stainless Steel. Shipping out of Norway.
