Can you take a look at the beginning of this video (before the game starts) and let me know if there are any settings that might suggest that English can be turned on?

In the SNES / Saturn versions of the Wizardry trilogy they could turn it on.  I've heard rumors that this may be possible on the Wonderswan:

You could always screen shot the images you're wondering about and then use Google translate. It can search images for text.
