2133mhz is the sweet spot for RAM, it offers best bang-for-the-buck in terms of performance gained vs. dollars spent.  Don't believe me?  Check out this 2012 article at X-bit Labs, (the article is getting a bit dated, but the reasoning is still the same).  Also Cas latency doesn't really matter, as long as you are increasing mhz.
