Title: are the bottom two rows the same?

I use blank keycaps, after washing them I left them to dry in the sun however, my dog mixed up the bottom two rows.

Under the keycaps it says R1 for both bottom two rows. Does it mean the inclination of the these two rows are the same?

Yes. Most sculpted keys go like:
R1
R1
R2
R3
R4
R4

Yup, bottom two are the same, top two are the same profiles. I didn't know this for the longest time either when I was a newb.
