I'm looking for a european layout ibm model m keyboard in great and clean condition. Swedish/Finnish layout is prefered, but german is alright.

The price seems kind of high, but i don't know what's normal for european boards around here.

They do seem to be pretty rare in localized form. I'm sure they didn't make as many, for one thing, but it might also be that they are held on to longer, as well.
You might want to look into Unicomp. That's pretty close to what I recall Bugfix spending on his German layout Customizer.

You're right, the prices for a €80 + shipping model m and a new unicomp customizer seem to be pretty similar. I suppose both have their pros and cons. A Customizer is a safer bet to try crisp new buckling spring keys atleast.

Actually, buying from the US is a bit of a lottery. You could end up paying tax as well as customs handling fee, pushing the price well over 80€.
I'd recommend buying from Ascaii.

Half-Saint is right, to an extent. It totally depends on where you live in the EU.
There are benefits to both sides. Buying from Ascaii supports another geekhacker, and you can detailed images and condition information (how many missing rivets, etc.) about it prior to buying, and you know exactly how much it will cost.
Buying from Unicomp supports a niche keyboard seller, and is covered by a warranty, as well as being brand new. You can also get the EXACT layout you desire. But you might have to pay taxes, you might not, so there's a bit of gambling involved.
Just depends on what matters more. Plus, if you just want springs, you can also order those from Unicomp, and swap them out.
And don't forget, you'll need at least an AT adapter for Ascaii's, or an SDL-PS/2 cable. And possibly a USB adapter as well. You can order a Customizer with native USB. Again, not sure if this is an issue at all.
I'm not trying to dissuade you from purchasing Ascaii's. I think that's a perfectly valid option. But since the price seemed a bit high to you, I thought I would mention Unicomp, which would be fairly close to the same price, I believe, plus new and USB native.
You could always PM Bugfix and ask him how much his was, localized and shipped to Germany, and then decide.

Just some information that I read when reading Bugfix's custom ANSI/German hybrid (http://geekhack.org/showthread.php?t=15602) Unicomp:
Shipping was $49.50.
I estimate the total (including taxes) to be about €142.
Yes, I ordered it on February 11 and it was delivered on February 24. For comparison: My (regular) Customizer was ordered on Jan 5 and delivered on Jan 11.
In my opinion, the warranty would be a pain to claim since shipping both ways will cost near to the same of a new one (or there abouts - slightly exaggerated but you get my point)

I would include a ps2 adapter with the board of course^^.
Alternatively I, or another German geekhacker, could act as a proxy to buy one off of ebay.de, since some sellers refuse bidders from outside germany. I've seen a some of the 199x Models going for around 40-50€ + shipping. Either way, I'd be glad to help you get a working Model M.
