Probably has to do with distribution centers and the way mail is shipped.  They may use semi-trucks to get the mail one state over while they fly it to CA.  Since CA has a higher population density, they probably also have more, bigger, or more efficient distribution nodes that distribute to a more centralized locale.  That truck to Ohio may have to stop at a plant that distributes to 1/4 of Ohio while the CA one only handles half of LA or Orange County.

Remember, it all comes down to logistics in the end.  That's why it's sometimes faster to ship something halfway across the US than to the next county over.

IDK, but they are sleek AF w/ clear tops. Nice if you want to go a bit flashy w/ some sleekness. I like the way they look personally. Even better w/ gaterons.
