Some of the newer caps have been like this. I managed to squeeze my last one on. Be careful if you keep trying. Could snap the stem.

Here's what I suggest for tight stems. Run the cap under the hottest tap water you can for a minute or so. Once heated it'll be a little flexible. Dry it off and gently work it onto the switch stem. Once it cools it'll hold the new shape quite well.

In a related note, in  my own testing I've found many newer style switches like MX silents and pretty much all the Box switches to be very tight fits which is fine so long as you follow the procedure (or something similar!) above.
