Windows is sync to time.windows.com which looked to be 5 second different.

My clock is synced to time.nist.gov and it seems to be right on with what timeanddate.com displays.

I realize that in Windows 8, you can point the mouse at the clock in task bar and it reveal a round clock face with second hand. But you can't double click to permanently show the clock! Stupid Win 8!
