Connection of ESD protection array

Hello, I'm on my second build in a couple of months. The first one was an handwired Atreus 62 in a bamboo case powered by qmk on pro micro. As I liked it I thought of building a second one for work with an acrylic case and steel plate. Steel plate will be grounded to earth (shield) on a mini usb breakboard I will use to provide external connection. If I manage to fit everything in the case I was thinking of adding a couple of diode arrays on a small strip board for protecting the pro micro pins (https://it.rs-online.com/web/p/diodi-tvs/1714298/). Each array can protect 14 lines so 2 would be more than enough. My question regards the connection to V+ and V-. Are this the power lines coming from the USB port?
The document mentions also "Bypass capacitors of typically 0.01μF or larger from the V+ and V- pins to ground are recommended.". I guess capacitors are needed to smooth out the spike. Should I connect them to shield?
