You can make the blades the same thickness so that if someone mounts the key "sideways" it won't split the stem. As to your measurements, the blades are 4.1mm long, not 4.Good luck!

Remember, this is the design for the keycap stem, so it just has to accommodate the largest dimensions possible which allows you to "cheat" and make the blades the same thickness.
