Is "switching membrane" a rubber dome keyboard?

I found a PrehKeyTec MCI 128 keyboard for cheap but I can't find out much about it. The site lists the keyboard technology as "switching membrane", which sounds like rubber dome "switches" over membrane. Can anyone confirm this? Website: here.
