Because of the model number.  71G4644's are one of the model numbers for Model M rubber dome boards.  Basically if a Model M begins with the digit '7' and has a 'G' in the third digit's position is probably a rubber dome.  All that I'm aware of are.  I believe anything else is buckling spring.  For non Model M's, I don't know, other than I've seen that the Model M2 60G0817 is a rubber dome.

The vast majority of eBay sellers are very ignorant about the different models of keyboards, and they just assume that all Model M's are clicky.  So for the most part I don't believe it's any attempt by the seller to pawn off rubber domes...it's just that they don't know, and they obviously didn't test it either.  If they say they tested all the keys and they have a wonderful clicky sound, then they probably are attempting to scam an unaware buyer, or just flat out lying about testing the keyboard.

Thanks for that information.  I knew that it would have something to do with the model number but I have not seen a breakdown of clicky vs rubber dome boards pertaining to the model number.

For a rubberdome, they are still quite nice (but that's just my opinion) compared to the feel of the other rubber domes that I have used. I used to use one in the bedroom so my wife would not complain about the noise. Since then, she has banned all computers in the bedroom so I am happily using a SSK. I'm keeping mines as possible donors for my BS Model Ms (I think that the controller, barrel plate, and perhaps the membranes can be used on a regular BS model M).
IBM SSK - 4
IBM Terminal Mini 1392980 - 2
IBM 1391401 - 12
IBM 42H1292 - 10
IBM Rubber Dome Model Ms - 6
Filco TenkeyLess Blue switches  - 1
Realforce 86U - 2
Realforce 86UB -1
Realforce 87UB 55g -2
Realforce 87U 45g - 1

There are many sellers also that believe that a keyboard is "clicky" if it bottoms out hard.
