Yeah I think so. Its like they can still enter the sale, but their odds are less or they can't get in during an early round.
You're partially right. They won't be able to get into Round 1 and 2. Rounds 3 and aftersale are still open. If they get selected, they will likely not be able to get a "rare". Whitelist is almost a guaranteed "rare". B-listers are automatically removed.

I think you're fine. I'm pretty sure anybody that is a "B-Lister" is one whom posts his caps immediately for trade the same day he gets them or tries to sell for a higher price than paid.
Steezus got the right idea. You gotta be pretty blatant to land yourself on the list. I got a few traders reporting in on asking prices behind closed doors. G-list is, by no means, a long list. Chances are, if you're shooting the **** in the sales thread, you're much more likely to be on W-list than any other lists.
