Yes, except for certain unique circumstances.  Otherwise a user could scam people and change their name, making it much harder to track them down.

In the past when I've seen handle changes on various boards I usually just found old quotes with their previous name and clicked them to jump me to what their new handle is.

Yeah, there are definitely ways to find them even without this, but I think it does help (and also helps to keep track of posts in general, outside of the scam scenario).
