I worked for FEMA for a while. A governor can declare disasters (by county) in his state, at the state's expense, and it is the President's prerogative as to whether it rises to the level of a Federal disaster (also by county). If a governor can convince the President to step in, it can be worth a lot of money to the state, at the Federal government's expense.

I don't doubt the motivation, but the wording they chose, and on tv no less... maximum Cringe.
