So if I were to handwire a keyboard, does it matter which one of the pins on the switch is column and which is row?

A switch is just a break in the circuit and when you press it the circuit is completed so it makes no difference which side is which

When you build your firmware there's a file where you specify which pins have been used for which rows/columns.
