ok so here's the deal with the no postmark thing.
there are two kinds of mail: bulk mail and regular postal mail. mail that is collected from your standard blue bin on the side of the road is automatically sorted and recognized by a bar code reader or some other device to be either bulk mail or regular postal mail. all postal mail goes through what's called a "canceller", which invalidates the postage on the mail by stamping over it (what we call a postmark). bulk mail skips this process, as it does not have to be checked for postage; it is pre-paid.
now as everyone knows, the usps isn't very picky and doesn't expect 100% postage on every single item that it delivers; in fact, it allows for a large amount of wiggle room. when regular postal mail gets through to its destination without a postmark, all that means is that the sorter made an error (and in fact it's probabilistically guaranteed to make a small to medium sized number of such errors) and sent regular postal mail through the bulk mail workflow, skipping the canceller.
BAM! no conspiracy. some mail gets postmarked some mail doesn't. all this means is that all of these packages were probably dropped off in roadside bins. no surprise there.
