Interesting, Cherry M6 or M7 switches and what look to be Comptec keycaps (and gloss instead of matte keycaps, too). From the outside, the keycaps themselves don't look Comptec to me somehow, but you have the characteristic huge "#" and "^" vs skinny "$", and the internal structure is consistent with Comptec.
As for the colours, though, it's like someone puked up on the keyboard. You've even got the pieces of carrot in there …
