PCB problems - different keys registering as same key

I recieve the Wind X 98 and it shipped with stabs installed and hot swap sockets in the wrong places for ISO layout.

So I changed the stabs, desoldered, and resoldered a few sockets to make it work.

Now when I tested everything it gave me this:

The z key get's registered by the key between z and left shift as well. Is this a programming issue, a PCB issue or does ISO layout not work with this pcb?
