Why does my GPU constantly spool up and spin down?

Sounds like its on the edge off fan-off setting and kicks in all the time. Maybe play around with gpu fan settings for fan spin or something like that, if exists in its settings.
I had psu doing that some time ago.

I've since learned it is just the way they work on some EVGA cards, fans power off when below certain temps and power usage

If the software allows to set a custom fan-curve, you can prevent that.
Instead of 0-10-20-30-40-50... You go 20-20-20-30-40-50...

Yeah, that’s pretty common. The card keeps hitting the temp limit where fans turn on, then cools just enough to shut them off again, so it repeats. A simple fan curve that keeps a low steady speed usually fixes it.
