Any QMK compatible keyboard yes. You just have to program it

Check out KBDfans if you're looking for something hotswappable and if you're on a budget. I believe all their pcb's are QMK compatible.

Do they ship items from Europen warehouses so I don't have to pay import duties?

Unfortunately not, if you want to check out European stores then check out mykeyboard.eu and candykeys.com.
