[Artisan Services] Req new topics for additional rounds/offerings

Right now I see a topic about something and open it up to find the original topic and offering is 10 months old.  Requiring them to create new topics would make it significantly easier to navigate and easier for customers to find new opportunities.

Too much of a PITA.

I'd rather the people making stuff spend time making stuff and not managing a forum.

In an ideal world they'd all have their own websites, but then you have to deal with webhost costs, which IMO is more of a barrier than a mildly difficult subforum.
