No. Not multiple lines. Multiple rows, like individual cells within a cell, like html tables, essentially.

To do like in your picture you need to merge the cells that you don't want to be separate rows. But be warned that merging a ton of cells creates a headache for anyone downstream that needs to heavily modify the spreadsheet.

As both hoffman and intelli said; you need to merge cells to make the first big ones. The ones that are multiple rows in one cell is just many cells! The first "big cell" (1. in the picture) is just many cells merged together.

No. Not multiple lines. Multiple rows, like individual cells within a cell, like html tables, essentially.

I think in that pic, it looks like the larger cells are merged while the cells with multiple rows are just regular cells that look split or fractured because of all the merged cells nearby. F15-F22, for example, all have their own row numbers but C15-C22 don't because they're merged.

I think you're making it more complicated than it needs to be.

1. Select all the cells you want, Right Click > Format Cells
2. Go to the Fill tab, select the color. You'll see all your cells look like one block now.
3. Select smaller selection of cells inside. Right Click > Format Cells
4. Go to the Border tab, select the 'Outline' Preset.

That should do it for you. It'll look like so:
