I believe I saw an interview where Dawn Wells (Mary Ann) explained that the shorts had to cover her belly button in order to get past the censorship board. I'm not sure if that rule was relaxed later on but in each picture above showing her waist you can see just a hint of it, that was them pushing that rule as far as they could without breaking it.

Ginger was super high maintenance, on screen and off.
