Although I have .NET installed, in new versions, I just can't seem to get Microsoft's Keyboard Layout Creator to work on my computer.

http://www.vastheman.com/download/which has downloadable layouts for use on Windows XP and above that allow one to use either the old ISO 9995-3 layout... or the Macintosh layout... on your computer. Unlike US-International, they don't turn normal keys into "dead keys", but they do make accented characters available.
