Maybe it's just me, but I think this is funnier than just adding big block letters across the photo... That always seemed to me like a sledgehammer approach, like someone was desperate for attention. This seems a bit more subtle 'n' artistic.
Also, doesn't the meme thing usually express a general observation of some kind? (E.g., CAN'T GET FIRED IF YOU DON'T HAVE A JOB.) Whereas speech and thought balloons are someone actually saying or thinking something, rather than just throwing a blanket declaration at everyone.
That's how I see it, anyway. Maybe I'm just too old to appreciate the meme thing. Or maybe no one pays attention to anything subtle anymore, because they're so used to being hit over the head with BIG, LOUD STUFF all the time. Dunno. I'm just saying. Okay, there it is. Ahem.
