One of IBM's early blue-logo Model M's. Missing one cap, one cap's damaged, the cable's stretched, and the seller hasn't a clue what kind of functional shape it's in. Judging purely from the exterior, though, it looks lightly used. (It's hard to keep the rubber feet that clean.)
I'm guessing this is just a very nice classic M at a bargain price. Or maybe the seller bought it, found it was dead, and is dumping it. That said, note that they have a 100% eBay approval rating with over 6000 sales—that's nearly impossible to do under even the best circumstances. So it's your call.
