Are there any devices available that can be used for 2D scrolling? I've seen some software solutions to make something like mouse movement become scrolling but I haven't been able to find anything that just works at a hardware level.

I think just about all of the standalone touchpads will allow right/left & up/down scrolling by sliding a fingertip along an edge.
