Can smaller keys replace bigger keys?

I think you can but I just want to make sure. For example, the arrow keys on the kbt race are bigger than usual. Can I replace them with normal 1x arrow keys?

Yes.  The difference in keycaps is vertical height, touch surface profile and x/y size.  1x is the smallest you get (.75" square)

Borrowing the topic for one quick question: does anyone know if nordic layout boards use smaller keys to make room for the ÅÄÖ buttons without having to make bigger boards? im asking this since it would be great if you could switch worn out filco mt2 keys for international generation 1 keycaps (except for ÅÄÖ that i dont use much since i do 70% of my typing in english)

Nordic layout boards have the same configuration of physical keys as other ISO layouts (like the UK layout). Compared to ANSI (American layout) boards, ISO boards have a differently shaped enter, a smaller left-shift, no pipe key above the enter, and a couple extra single unit keys. The size of the keys won't vary between regions.
