I like to do it this way as it's the only way to provide a complete ISO layout with only 4 keys. I don't like the approach where you introduce 1-2 1u keys out of an ISO layout that has more than triple that amount to for it to be complete, it looks and feels off IMO.
This is the ISO-US Terminal layout, and even though no one uses it, it provides physical coverage while not duplicating keys (some sets do two pipeslash) or having incomplete layouts.
As for <>, it's probably the single most common 1u ISO key across all layouts, at least to my knowledge, depletedvespene can confirm or deny that for me. :P

i'm most likely being salty here because i will be buying this set and spending an extra $30 - $40 USD on an extra kit just for @2 keys is silly but in a way, i sort of understand the other end of the spectrum on the reasoning behind it.
why not a make an novelties set so it includes the heart/2 keys instead of including it in the main kit?
I think the heart on top of the two would look much more aesthetically pleasing if it would have a filling/if it would basically just have an outline

Also regarding the name: yes I am aware that Rouge means red in French as stated in the OP. It's meant as a reference to Rouge make up palettes as depicted in the images, and yes I am aware they're most often in different shades of red (but not exclusively). I was never good with names, but That's the reference. Hope that clears things up! :)

The base kit needs a R3 1.75U control to support HHKB. It makes no sense to have the R2 1.5U backspace in the kit without it.

I would say removing it is the better course of action since it's so rarely used, but I'm not a 40s kit expert by any means, so I'd suggest getting a second opinion either way :)

As far as I know, 1.75u space is only used on three 40% boards (JD40, Daisy, Vortex Core), which are quite rare to boot. Not only that, but I think the most popular out of those (JD40) actually uses not one but two 1.75u spacebars, so a single 1.75u spacebar doesn't do much in the grand scheme of things.

Would it be possible to move the 2@ keys from numpad kit to base kit? Cuz it doesnt make sense to blow another ~50 bucks for a standard 2 key. I believe this would be the best option for ppl who arent a fan of the <3 key being lower since you wanted to stick to the OG look.
