Obviously
I'm almost certain it was written on a (semi-) mechanical typewriter, based on the 'flying' capital letters a few places in the document, the white spots in the letters and the uneven spacing .
It also seems the typist had the common habit of using *O* instead of *zero* (or is it vice-versa, I've seen that as well ? ) ..
I'm truly flabbergasted by the fact that a guy who calls himself a 'Journalist' would base his assertion of a legal document on a digital .pdf-representation, perceived as 'fake' because it has OCR-layers (!!). Really, I find it scandalous; maybe, if someone could tell him the exact machine it was written on, he would realise that you need to check your facts before jumping to alarmist conclusions ?
