Change of keyboard's layout in Windows not affecting shortcuts?

I'm learning Workman layout but I noticed shortcuts still use the same physical keys they used in QWERTY.
How can I fix this so that shortcuts would be aware of currently active layout?
I'm on Windows and I created Workman layout using Microsoft Keyboard Layout Creator 1.4

Searching for Microsoft Keyboard Layout Creator shortcut did the trick. I found the solution at http://www.sensefulsolutions.com/2010/08/how-to-fix-keyboard-shortcuts-in-klc-eg.html I hope someone will find it useful.

FWIW something similar can happen when using KDE Plasma Desktop Workspace. If you change the active layout on the go, shortcuts will still be mapped to the default layout. Maybe it has been fixed in some newer release. However, I think it could be a nice feature in case (a) you're adapting to a new layout, but you haven't had time to adapt your muscle memory for hotkeys and your productivity suffers because of that; (b) you're using some app with QWERTY-centric shortcuts (or Vim, heh); (c) someone changes you your layout as a prank.

Half of them appear to be more about Qt widget layouts, though. I think this is what we're talking about.
