Yeah they should be able to do it even if you don't have a current contract with them; they MIGHT charge you in this case, but it depends on the company and your account and yada yada.
Rogers charges $50 for unlocks, I think Bell is around there too.

Biggest problem with that of course is if a set switches hands often. If everyone is trying to cover their shipping costs it will increase each time... Anyway I agree on the no/little markup rule. It leaves a bit of a foul taste anyway.

G80-2100HDD, I would say expect to pay somewhere around $150 for one in good condition unless you get lucky on German ebay. Much easier to find DE layout for reasonable price than US or others. You might also consider looking for similar models like 25** as they may be easier to find for lower price.
