Why are regular and roman F13 different colors?
Because the roman row in base kit is only meant for num row. You can still use those keys for F row but colors wont be conventional. If you care about correct conventional color => macro kit for accurate color.

It seems that the intent of the alpha colored 'XIII' is intended for if someone would like to use the Roman numerals on the function row, as the Roman numerals in the base kit are only alpha colored.
If someone was going to use the Roman numerals on the num row, there wouldn't be a conventional place for it, however, if someone did choose to use split bs, then that would enable the use of the 'XIII'.
I'm not a fan of the Roman numerals in the base kit, but this is my understanding.
