I just ran into this while browsing through some PC configuration programs on the web.  Does anyone have any real information other than the propaganda and sales pitch from MS?  What can I really do with it?

You can try searching this very forum for adventures in MSKLC.
Hardware in signatures clutters Google search results. There should be a field in the profile for that (again).

This message was probably typed on a vintage G80-3000 with blues. Double-shots, baby. :D

It gives you a gui whereby you can 'load' any installed keyboard layout and you can then customize it to what you like. For example: changing around letters/symbols. You can then 'process' this into an installation file which windows can easily install on any machine when you double click on it.

This is basically it.
