Are there 60% keyboards out there that can do such things?

Any QMK compatible keyboard yes. You just have to program it

Are there hot swappable QMK compatible 60% keyboards out there?

Check out KBDfans if you're looking for something hotswappable and if you're on a budget. I believe all their pcb's are QMK compatible.

Unfortunately not, if you want to check out European stores then check out mykeyboard.eu and candykeys.com.
