Just in case you are willing to use anything that does not run on Win98:
GIMP is great for gif animation: https://www.gimp.org/tutorials/Simple_Animations/
I've also used PhotoScape in the past but iirc it turned into an adware ****hole, so idk about that.

At least that would work.  You would not be able to run macOS in a VM under Windows 98.

Win 98 is still a metric ton better than Ubuntu, I hate Ubuntu and Linux so much they make me want to punch the monitor every time a barebones simple feature that should be standard needs to be added. People are like "Oh but you have so much control and can make the environment anything you want" NO - **** YOU IT IS NOT CONVENIENT AT ALL.
