I don't see any Topre branding. I would guess that Leopold made this them self?

In-house or perhaps Chinese clone? I doubt it would be any better than OEM Topre switches, but maybe worth a try. Most likely just trying to cut out the fees from Topre for using their switches.

Probably a tactile buckling spring as shown in the picture.

Some people are guessing that it's a foam and foil. From the typing test sounds of it, it seems a lot more likely than being buckling spring.

It is a type of foam-and-foil (https://deskthority.net/wiki/Foam_and_foil), which is really old technology. The sensing is capacitive: but only on and off.

Old foam and foil has a very mushy landing, which is generally disliked. The foam also tends to disintegrate, thus rendering the switch useless unless you replace the foam pads.
The question is if these new switches would have some other type of foam that would impact another type of key feel.
HardwareCanucks on Youtube claims that the switch becomes heavy after the actuation point.(6:51 mark (https://youtu.be/AY6s_ziea2U?t=6m51s)).
