I can build one, but, it's about how fast the thing can solve cubes, I don't think it would come out to much less than $100 in parts and 30hrs of labor..
I don't think I can build a solver that's this fast that easily w/ 3d printed parts. And I certainly wouldn't be able to design training software that fast.
