lol, i dont have a "proposed plan of action", though I do think raising awareness is a prerequisite to anything. I also think the status quo is, quite obviously, in the long run, quite unacceptable.
And I also think human beings at their best and in the long run are capable of working together to come up with reasonable solutions for common problems. If we give up on that basic ideal, then we may as well walk outside and shoot ourselves in the head right now and get it over with. I think history shows how incapable we are, but also shows how capable we are. So I'm not about to throw my hands up in the air just because a new set of common problems have appeared in our economy and ecology.

This is the kind of thing that makes someone get into politics. It's the governments job to regulate this sort of thing, not the consumer, and not the companies. Their responsibility is to act as capitalists and get what they can for the smallest money, not care where it comes from.

Upgradability is not a concern for laptops. Laptops should be durable, lightweight, and low power. If you're talking about gaming, and counting pi to a gazillion decimal places, you're missing the point.
