Hello friends
Context:
- First plug in, Windows makes new device sound, power button is on, after 5 minutes Windows can no longer find device
- Cleaned up the USBC soldering points to ensure no bridging
- Second plug in, Windows registered/red light on, opened QMK Toolbox, flashed the discipline hex to atmega32a, successful, attempted to test keys and no response, also Windows lost detection of device
- Every plug in since: red light on, no recognition from Windows, multiple usb cables tested, different usb ports tested
Please help... I'm still new to soldering and this is way over my head.

Disappearing completely after flashing suggests you used the wrong firmware but that doesn't explain why it disappeared after five minutes the first time. If the USB port had an important short it wouldn't have worked at all and it looks OK now so it's not that...
Does the boot button make it appear as a flashable device?

I plugged it in again today and Windows said "Installing Discipline" but then it kept disconnecting and inevitably went back to it's unresponsive state. Hitting the boot/reset buttons is unresponsive. I still have the red power button.
