Suppose I want to design a switch that is a drop-in replacement for a Cherry - able to plug into keyboard bases designed to accept them, and able to support a keycap designed for them.
Where are the electrical and mechanical interface requirements for Cherry switches documented?

There's this switch datasheet which is commonly referenced for keeb design, hope this helps a lil bit

Yes probably. The hard part is finding them.

If by "CAD" you mean PCB symbols and footprints, then yes there are lots of them on Github, especially for the PCB designer KiCAD.
It shouldn't be too hard to find 2D plate designs in .DXF format either.
3D models is a different story.
